Syllabus aims at a wholesome method of equipping children with skills; problem lies in the way lessons are transacted by teachers and schools

With many parents seeking to shift their children from the State's uniform system of school education to CBSE, ICSE and other boards, the Samacheer Kalvi (equitable education) syllabus is facing a lot of flak.

But experts say the problem lies in the way the lessons are being transacted by teachers and schools, and not in the syllabus itself.

According to M.P. Vijayakumar, retired State project director, Sarva Siksha Abhayan, parents do not understand the true nature of the Samacheer Kalvi syllabus, which blends activity-based learning (ABL) with traditional forms of learning.

Jayamary Andrews, who recently shifted her 12-year-old daughter from State board to ICSE, offered in the same school, says, "My daughter found the Samacheer Kalvi syllabus too simple. She was being taught things she has already learnt a couple of years ago."

Ms. Andrews also wants to shift her nine-year-old son from the State board as soon as possible, as she feels he has become lethargic and does not take his lessons seriously, finding them too easy.

With elements of CBSE's NCERT curriculum, Samacheer Kalvi aims at promoting a wholesome method of equipping children with life, technical and interpersonal skills, says Mr. Vijayakumar.

"The teachers, principal and the school should be on board in imparting the lessons in the correct manner. Children should be evaluated on their social development and ability to think and solve problems, and not on the extent to which they can learn and remember the lessons," he says. Vidya Shankar, who runs Cascade Montessori Resource Centre, says, "Children are often shamed into conforming to the prescribed form of what is acceptable, and schools label them 'failures' if they don't."

Under the Montessori system, a child is allowed to blossom as there is trust placed in capability. "By default, children want to learn and will do so in an encouraging environment that is devoid of pressure," says Ms. Shankar.

"Eleven-year-old Harish in my class is able to solve math problems that a typical class VII or VIII student is exposed to. So you cannot blame a syllabus. Parents, teachers and the school need to wake up to the reality that children cannot be scared into performing, but need an environment that lets them grow into bright individuals," she says.

Every recognised school, including private ones, is bound to the Right to Information (RTI) Act, the Central Information Commission has said.

The CIC order gains significance as it gives private education sector employees, especially teachers, a fighting chance to seek transparency on any calls made by the school managements.

The decision is based on an appeal filed by Sadhana Dixit, a former teacher of Jindal Public School, who was refused copies of her service book on the ground that it was exempt from the RTI law.

In a recent order, Information Commissioner Professor M. Sridhar Acharyulu said the school, whether a public authority or private body, has a duty to comply with the regulations of the Delhi Education Act and maintain records, which in turn gives the employee an inherent right to access information on those records.

Hence, the school is directed to discharge its obligation under law by furnishing the information sought by the appellant [Ms. Dixit].

The appellant  is present. The Public Authority  is represented by Ms. Tara Walwekar, DEO, Zone­ 21, Office of DDE, Distt. SW B Zone­21, GNCTD, New Delhi. 


2. The  appellant submitted that through his  RTI application dt. 17­9­12, she is seeking copies of her appointment letter issued by Jindal Public School, staff statement of all the employees,  acquaintance roles (PBR), certified copy of her service book, etc.  PIO replied on 19­10­2012  which was upheld by  FAA  by his order dt. 18­12­2012.  Not satisfied with the information, she filed 2nd appeal before this Commission. 

3. Heard the submissions. The appellant sought copy of her service book which is maintained by the school and the school claims that it would not fall under RTI Act. The respondent authority has provided the information which is available with them. On a query asked by the Commission, the appellant stated that the school management was not transparent and not ready to show the leave record of the teachers working there. They even refused to give a copy of the appointment letter. That is why she   has chosen to file an application under the RTI Act. As an employee/former employee of the school, the appellant  has every right to information about her service book, leave record, appointment details and any other information pertaining to her service. The Jindal Public School, whether it is a public authority or private body, has a duty under sections 4 and 8 of Delhi Education Act 1973, to abide by the regulatory conditions of service, payment of salaries as prescribed, etc for which the school has to maintain the records, which provide an inherent and implied right to information to their employees. Under Right to Education Act 2009 also the recognized school is under an obligation to appoint eligible teachers and provide them prescribed wages. This also reveals that it has given inherent right to information to the teachers from their employers. If the appellant in her capacity  as ex­-employee of the school has right to information under any legislation such as Delhi Education Act, that will fall under the purview of section 2(f) of the RTI Act which gives the PIO, Appellate authority and the Information Commissioner, power to enforce her right to information. Hence, the school is directed to discharge their obligation under   law by furnishing the information sought by the appellant to the respondent authority, who in turn is directed to provide the same to the appellant within 21 days from the date of receipt of this order. 

4. The appeal is disposed of accordingly.

PONDICHERRY, DEC. 23: The efforts of the Pondicherry Administration to set up a separate Secondary Education Board have borne fruit with the President giving his assent to the Bill passed in the territorial Assembly in August last.

The Education Minister, K. Lakshminarayanan, told newsmen here today that the Law department received a communication from the Centre that the President had given his assent.

Mr. Lakshminarayanan said steps would be taken to appoint the chairman, prepare syllabus and school curriculum.

At present Pondicherry and Karaikal are following the secondary education pattern of Tamil Nadu while Mahe and Yanam are following the patterns of Kerala and Andhra Pradesh.

Pondicherry Oct. 27: The monsoon session of the Assembly was adjourned sine die today after only 23 minutes, but not before the House passed an important Bill, seeking to constitute a separate Board of Secondary and Higher Secondary Education.

Tabling the Bill, the Education Minister, K. Lakshminarayanan, said it had been a long standing ambition of the Administration to have a separate and independent education board to bring in a uniform and common curriculum for secondary and higher secondary educational institutions, covering all four regions of the Union Territory — Pondicherry, Karaikal, Mahe and Yanam.

At present, educational institutions in these regions are affiliated to the respective Boards of neighbouring States of Tamil Nadu (for Pondicherry and Karaikal), Andhra Pradesh (Yanam) and Kerala (Mahe).

Earlier, Opposition members sought time to go through the Bill. ``It is virtually a bulky document, and without reading its contents, how will it be possible for the members to either speak or express views,'' they asked.

The Leader of the Opposition, R.V. Janakiraman (DMK), said a copy of the Bill should have been distributed to the members a few days ago. A. Anbalagan (AIADMK) said ``we do not know what the Bill contains.'' A.M. Krishnamoorthy (BJP) said sufficient time was necessary for the members to know the chief features and structural aspects of the proposed board.

The Chief Minister, N. Rangasamy, told the House that it was the ambition of Pondicherry to have a separate education board and the step had now been intensified by the Government. He asked the members to patiently listen to the features of the board to be explained by the Education Minister. Then, Mr. Lakshminarayanan, detailing the features, said the Bill would now be sent to the President for his assent, and as soon as it was obtained, the constitution of the board would be completed to enable it to become effective in the next two years.

The board would aim at providing quality education, making students proficient to enable them to face any competition at the national level and evolving a uniform syllabus, he said.

The Puducherry administration would introduce CBSE syllabus in government schools from this academic year.

According to an official release here today, as the first phase the syllabus would be introduced in the first standard in government schools in all the four regions of the union territory functioning with the mother tongue of the respective region as the medium of education, and would be expanded in a phased manner. With this by the academic year 2025-26, the CBSE syllabus would be there up to 12th standard.

Similarly, in schools with English as the medium of education the CBSE syllabus would be introduced this year from first standard to fifth standard and there after it would be expanded to one standard each year and during the academic year 2022-23, the syllabus would be introduced up to 12th standard.

It may be noted that Puducherry is not having a separate board of education and is attached with Tamil Nadu board for Puducherry and Karaikal, Kerala for Mahe and Andhra for Yanam.

Chief Minister N Rangasamy in his last budget speech and announced that the CBSE syllabus would be introduced here and accordingly a high level committee had been constituted and the decision now taken on the recommendations of the committee. UNI XR AKM RSS2018 NNNN

Materials have been sourced from Anglo French Textiles; exclusive bus for girls

For years, the white shirt and grey or blue trousers have been a staple for Puducherry government school students. This year, though, students can look forward to a set of uniforms with new colours.

Boys from class I to class V will have yellow shirts with light green stripes and grey trousers, while girls will get yellow shirts with light green stripes and grey skirts. Boys from class VI to class XII will wear blue shirts with yellow stripes and blue trousers. Girls will be donning blue kurtas with yellow stripes and blue churidhars.

The uniforms have been sourced from Anglo French Textiles, which will be worn by over 1 lakh school students. There are 435 schools under the administrative control of the Directorate of School Education.

The new uniforms, formally launched on Tuesday by Chief Minister N. Rangasamy, are not the only novelty this year as for the first time girls get an exclusive bus.

Routes to be reorganised

Bidding adieu to "co-ed buses,' school buses will run separate services for boys and girls on 55 routes in Puducherry and 15 routes in Karaikal. Each route will have separate buses. "The routes have been reorganised. Earlier, we had certain issues regarding routes. They did not cover all the areas. This time around, we have made sure no area is left out. Buses will ply to and from the town area and rural areas," said E. Vallavan, director, Directorate of School Education.

The Education Department had constituted 10 committees to look into the routes and study how many students used the buses.

"Around 20,000 students use the 55 routes," added Vallavan. Apart from this, a monitoring cell will be finalised soon which will look into aspects like overcrowding, punctuality and maintenance of buses. Qualifications of drivers, conductors and cleaners will also be looked into. "The special buses for girl students will have one female cleaner each. This will be implemented within the next 10 days," said Vallavan.

The school buses are run by private operators in Puducherry with a five-year licence. Buses were undergoing fitness inspection last week to get them on the roads on time for reopening day on June 4.

SFI demands separate board of education

The Puducherry government has been following Tamil Nadu's State board for their education, but the Student Federation of India feel that there is a need for a separate board of education for the Union Territory.

Major divide

Currently, there is a divide, with Puducherry and Karaikal following the Tamil Nadu Board, while Mahe and Yanam follow Kerala and Andhra board respectively.

This creates a major divide during CENTAC admissions, Anand from SFI said.

The other issue is that now, all the text books have to come from Tamil Nadu, which takes sometime to reach the Puducherry and Karaikal students.

These issues, coupled with the problem of college admissions, would all be solved in the Union Territory came up with its own education board, he said.

The SFI have been demanding that the Government set up an education board for the past 10 years or so, but so far no action has been taken.

In addition, despite assurances from the Chief Minister, the Lieutenant Governor and other officials, the school bus service issue has still not been solved.

As a result, there are a number of students who come in from rural areas who are seriously affected, he said.

Plea for separate educational board

The student wing of the Dravida Munnetra Kazhagam (DMK) has urged the government to constitute a separate educational board for the Union Territory so as to implement its own agenda on educational related matters.

A resolution to this effect was passed at the consultative meeting of the DMK's Puducherry student wing here on Wednesday. MAS. Subrmanian, organiser of Puducherry DMK unit presided over the meeting.

The resolution said in the absence of self reliant educational board for Puducherry it had been depending upon Tamil Nadu for conducting SSLC, Higher Secondary examinations, teacher recruitment examinations and others. The students had been forced to follow the text books of Tamil Nadu. Though the Chief Minister had already made announcement for the formation of separate board he had not taken concrete steps to implement it. If it was formed it would not only enable the Puducherry people to know about the local history but also to bring reforms in the school education whenever there was a need.

In another resolution, the meet demanded the Pondicherry University to distribute answer scripts to the students in order to clear the possible doubts to them. Stating that the DMK had made the demand several times the University was yet to accept it. If it was not accepted within a month, the student wing would carry out protest against the University.

Stating that many of the private medical and engineering colleges had been charging exorbitant fees from the students irrespective of rich or poor, the Puducherry government had totally failed to take action against them. It was playing the role of silent spectator in this issue.

Hence, it should form a monitoring committee to monitor the colleges collecting unaccounted hefty fees. Similarly, the government was yet to release educational assistance to the students selected under the CENTAC counselling. Since many of them did not pay fees, they were being denied by their respective colleges to write examinations. Hence, the government should release the educational assistance immediately.
